Study visit by Turkish civil servants to Poland
Representatives of the Turkish Ministry of Food, Agriculture and Livestock, other related ministries and affiliated institutions visited Poland to familiarize with the support schemes provided to agriculture sector, including exceptional support programmes in crisis situations
Within the framework of the project “Technical Assistance for Development of a Strategy for Alignment with Common Market Organisation (CMO) Requirements”, Turkish Delegation which is comprised of the representatives of the Ministry of Food, Agriculture and Forestry, other line Ministries and institutions visited Poland between the dates of 8th – 14th of July 2018.
During the study visit, EU CMO measures and national programmes which were carried out in Poland in case of exceptional/crisis situations in the agriculture markets were discussed. At the same time, this visit focused on trade with third countries and related issues.
The visit started with the meetings at Polish Ministry of Agriculture and Rural Development. During these meetings, presentations on direct payments, rural development programmes, exceptional market measures in case of crisis, price monitoring in agricultural markets were delivered by Polish experts.
Afterwards, the Main Inspectorate of Plant Health and Seed Inspection (GIORIN) and General Veterinary Inspectorate (GIW) were visited; the role of those institutions regarding controls and inspections in export and import of agri-food products was presented by the Polish experts/inspectors.
During the next days the meetings were held in National Support Centre for Agriculture (KOWR - a former EU Paying Agency, responsible for administration of CMO schemes in Poland) and the Agency for Restructuring and Modernisation of Agriculture (ARIMR – the EU accredited Paying Agency). Lastly, a meeting was held at the Polish Institute of Agriculture and Food Economics (IERGZ), which was mainly focused on Farm Accountancy Data Network (FADN) and statistics.
Last day of the visit was dedicated to the KOWR Regional Office in Krakow. Head of Regional Office and her team very welcomed Turkish delegation and provided useful information about their duties and activities.
Participants have also had the opportunity to visit two producer organizations. The first PO - ACTIV was near Grojec (mazowieckie voivodeship) specialized in fruit production and the second PO - SIELEC was near Krakow specialized in vegetables production. During these visits, representatives of the organizations presented their structures, facilities and business activities. They also gave information about how they have benefitted from the agricultural support programmes financed either by the EU or national funds.
